Established in 2009, the Chongqing Fuling manufacturing base marked Panhua Group first venture beyond Zhangjiagang, aligning with China’s "Western Development" strategy. Covering 1.67 million square meters approximately, the manufacturing base has seen a total investment of 15 billion RMB. It hosts key facilities such as Chongqing Wanda Steel Sheet Co., Ltd., Chongqing Panhua Steel Sheet Co., Ltd., Baogang Steel Market, and Chongqing Panhua Steel Sheet Co., Ltd.
Focusing on advanced steel production, the Fuling manufacturing base specializes in developing and manufacturing various steel grades, including interstitial-free steel, high-strength interstitial-free steel, and high-strength low-alloy steel. Equipped with advanced facilities, the base features 5 pickling lines, 4 rolling mills (2 continuous and 2 single-stand), 7 galvanizing lines (including 4 spangle, 2 non-spangle, and 1 aluminum-zinc line), 2 annealing lines (batch and continuous), 2 pre-painting lines, 1 structural steel line, and 1 hot rolling line.
With an annual output of 4 million tonnes of cold rolled, galvanized, and pre-painted coils, 4.5 million tonnes of hot rolled coils, and 1.5 million tonnes of structural steel, the base supports diverse industries including automotive, home appliances, and construction. Its operations contribute significantly to our “Two Thousand" strategy, which aims for an annual production capacity of 10 million tonnes and revenue of 100 billion RMB.
Chongqing Wanda Steel Sheet Co., Ltd.
Established in August 2009, Chongqing Wanda Steel Sheet Co., Ltd. is located at No. 6 Panlong Road, Fuling District, Chongqing, with a registered capital of 1.118 billion RMB. Chongqing Wanda Steel Sheet developed two major projects: a steel sheets for home appliances project and an automotive steel sheets project. Currently, it operates 22 advanced production lines.
The first-phase project, focusing on flat-rolled steel for home appliances, involved an investment of 4 billion RMB, producing 1.5 million tonnes annually. It was recognized as one of Chongqing’s "Top 10 Projects" and Fuling District’s "Number One Project" of 2010. This phase included 14 production lines such as two 1450-series pickling lines, one 1450-series five-stand tandem rolling mill, two single-stand mills, three galvanizing lines, one continuous annealing line, one batch annealing line, two color coating lines, and two silicon steel lines, along with auxiliary facilities.
The second-phase automotive flat-rolled steel project, with a total investment of 6 billion RMB, began in November 2010. Designed for an annual capacity of 2.5 million tonnes, it features three 1780-series pickling lines, one fully automated 1780-series five-stand tandem cold rolling mill, two galvanizing lines, and two continuous annealing lines, as well as advanced R&D and inspection equipment. Using advanced technologies developed by renowned universities and research institutes, the project focuses on producing interstitial-free steel, high-strength interstitial-free steel, and high-strength low-alloy steel. This fills the gap in flat-rolled products in Chongqing, providing high-quality galvanized and cold-rolled steel for the automotive and motorcycle industries across China.
In 2020, Chongqing Wanda Steel Sheet processed 3.6731 million tonnes of galvanized steel, a 24% year-on-year increase, achieving an output value of 17.4 billion RMB, up 25% from the previous year. The company holds over 90% market share in Southwest China and exports to more than 50 countries, including Southeast Asia and the EU. Its galvanized products serve sectors like real estate construction, automotive manufacturing, home appliances, and light industry.

Chongqing Panhua Steel Sheet Co., Ltd., established on June 10, 2019, with a registered capital of 200 million RMB, is strategically located at No. 6 Panlong Road in Fuling District, Chongqing. Specializing in the production of hot-rolled coils, structural steel, metal rolling equipment parts, and refractory products, Chongqing Panhua aligns itself with a forward-thinking strategy that emphasizes digitization, intelligence, sustainability, and globalization. As a critical upstream supplier for Wanda Steel Sheet, it supports Panhua Group comprehensive industrial chain expansion.
Currently, Chongqing Panhua operates two production lines, with plans underway for a third line. With an overall investment of 15 billion RMB and a total area of 430,000 square meters, it employs advanced domestic and international rolling technologies. Chongqing Panhua manufacturig facility is designed to support an annual production capacity of 16 million tonnes, including a 1780mm fully intelligent hot rolling line, a 1580mm fully intelligent hot rolling line, and a structural steel production line.
Construction milestones highlight the rapid development pace of Chongqing Panhua. On November 20, 2019, the 450-million-ton 1580mm fully intelligent hot rolling project broke ground and achieved its first trial run on September 28, 2020, just 258 days later. This remarkable speed of execution set a new industry standard and brought an annual output value of over 20 billion RMB. Shortly after, on October 1, 2020, the 150 million ton high-strength prefabricated structural steel project was initiated and completed within an astonishing 100 days, further diversifying product offerings with I-beams, channels, and angles, contributing over 5 billion RMB annually.
These achievements, realized despite the challenges of the pandemic, mark crucial progress in the broader 16 million ton fully intelligent hot rolling project. Once fully operational, the facility will stand as a comprehensive steel production base, addressing a significant industrial gap in Fuling. It is expected to generate an annual revenue exceeding 30 billion RMB, provide over 1,000 jobs, and contribute more than 300 million RMB in annual taxes, laying a strong foundation for Panhua Group and its ambitious new materials industrial park project.
